Adult in Custody Mail Policy

The Yamhill County Correctional Facility (YCCF) will only allow adults in custody to receive correspondence sent through the U.S. Postal Service or equivalent commercial service as outlined below.

YCCF will not use the restriction of personal mail as a form of punishment or discipline.

Effective March 10, 2025, Yamhill County Correctional Facility will be making the following changes to mail services for Adults in Custody (AICs). 

Personal Mail

You may send letters in envelopes or postcards addressed to the adult in custody. Mail will be processed and scanned by our third-party partner and made available electronically to the AIC via their assigned tablet.

All personal mail must meet the following requirements:

  • All envelopes and mail must include the AIC name and Sheriff’s Office “AIC Number” (listed as "File No" in the individual's listing at Adults In Custody | Yamhill County, OR) as well as a complete legible return address on the outside of the envelope.
  • Only mail that is no larger than 8.5 inches wide x 11 inches tall will be accepted.
  • Mail sent to AICs must contain NO MORE THAN 5 SINGLE-SIDED PAGES
    • Anything that is over 5 pages will NOT be sent to the adult in custody and will be returned to the sender. All mail that is entered into the system will be entered front side only.
  • AICs may receive a maximum of 1 photo per mailing
    • If more than 1 photo is mailed, the entire letter and all its contents will all be Returned to Sender and nothing will be scanned in or delivered to the AIC.

NOTE: Any mail that is sent to PO Box 591, Longview, Texas 75606 for processing will NOT be returned or released. Once the mail is processed and received electronically by the inmate it will be destroyed. This includes pictures or anything else mailed to the processing facility. By sending the mail to PO Box 591, Longview, Texas 75606 you agree to the items being destroyed and understand that anything you mail to PO Box 591, Longview, Texas 75606 will not be returned or reimbursed. 

Official Mail (Legal and Medical Mail)

Official or legal correspondence is mail from an attorney, governor, attorney general, State Corrections Division, a court or state bar representative, Jail Commander, or Sheriff. Such correspondence shall be opened in the presence of the adult in custody for inspection only for the purpose of ensuring that contraband is not present. With the exception of a court order, at no time shall any member of the YCCF staff read any official correspondence.

Publications

Adults in custody are permitted to receive publications direct from the publisher if approved by the Jail Commander or their designee. This can include newspapers, books, magazines, and other periodical communication as long as it does not compromise the safety and security of the facility. YCCF prohibits hardback cover publications. If you are sending publications direct from a publisher, they are required to be softback cover.

No magazines, bulk mailing, newspapers, or books will be accepted at PO Box 591, Longview, Texas 75606 and will be returned to sender. These items must be sent to the facility address listed above.

Prohibited Mail

Staff will open and inspect all incoming non-official mail for contraband. All mail sent, no matter the location, shall follow the same guidelines.

Mail sent to the AIC must be free of foreign substances, such as bodily fluids, hair, lipstick, perfume, glitter, glue, or paint. It must not contain weapons, explosives, drugs (medications and/or paraphernalia), intoxicants, or poisons. 

The following items are also prohibited:

  • Sexually explicit material.
  • Cash, money orders, checks, or other forms of currency.
  • Any unusual stains or odors.
  • Stickers, decals, tape, stamps, blank paper, and/or envelopes.
  • Dried or pressed flowers.
  • Content of criminal activity, escape plans, or threats of physical harm.
  • AIC to AIC mail.
  • Polaroid pictures.
  • Packages.
  • Mail containing blackmail, plans, or activities in violation of YCCF rules.
  • Mail written in code.
  • Mail containing information which, if communicated, would create a clear and present danger of violence and physical harm to the individual who is confined, works in, or visits YCCF.
  • Mail addressed to a victim or witness in a pending legal case.
  • Mail concerning sending contraband in and out of YCCF.
  • Any other material/mail which YCCF determines to pose a threat to the safety and security of the staff and/or inmates.

Introduction of contraband into a correctional facility is a class C felony under ORS 162.185 and is punishable by up to 5 years in prison and a fine up to $100,000.

Volume and Size of Mail

Adults in custody are not limited to the number of letters or legal mail sent or received, as long as it does not present a concern to the safety and security of the facility. Limits may be placed on the volume of mail stored in the inmate's housing area. All mail in possession of an AIC shall fit within their issued property tub. The inmate's property tub measures approximately 15 ¾ inches by 12 ½ by 6 feet.

Adults in custody are allowed a combination of five newspapers, magazines, outside softback books, periodicals, and YCCF library books in their possession at one time. If the items exceed this limit, the adult in custody must place their personally-owned literature into their assigned property box in booking.

Appeal Process

Unacceptable mail sent to the third-party partner, defined as those items that violate the stated conditions above, will be returned to sender or destroyed. For destroyed items, no notification to sender will be provided.

If mail reviewed by YCCF staff, via the scanned image on the tablet or delivered to the facility, is determined to be undeliverable to the adult in custody, you will be notified of this by letter sent to the return address listed on the mail. You will be notified of the reason it was not delivered and how to appeal this decision.
