Absentee, Military & Overseas Voters

Send Your Vote HomeAny registered voter who will be away from home may apply for an absentee ballot and receive a ballot at an address other than your residence.  The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) provides the legal basis for absentee voting requirements for the following citizens: U.S. citizens who are active members of the Uniformed Services the Merchant Marine, and the commissioned corps of the Public Health Service and the National Oceanic and Atmospheric Administration, their family members, and U.S. citizens residing outside the United States.  For members of the military, spouses of active military personnel, dependents of active military personnel and US citizens residing out of the country please submit a Federal Post Card Application (FPCA) form.

If you are in the military or living out of the country, it is very important you are registered as a UOCAVA voter. UOCAVA ballots are mailed 45 days before an election. Once registered, UOCAVA voters have the option of accessing their ballot on-line through My Vote and may choose to return their voted ballot by email or fax.  When returning your voted ballot by email or fax you must sign and enclose a secret ballot waiver form.  We need your voted ballot, signed and returned along with your secret ballot waiver to the Yamhill County Elections Office at elections@yamhillcounty.gov as an attachment no later than 8:00 PM PST on Election Day or by faxing 503-434-7520.

Snow Birds, College Students, and Travelers

For registered voters who are not military/overseas and currently not at their Yamhill County residence please submit an Absentee Application Form.  When submitting this form please provide the first and last date you plan to be away, and we will send your ballot to this address between those dates.  It is important for us to have your accurate information.  Ballots cannot be forwarded.

For registered UOCAVA voters unable to receive mail while out of country, you may access your ballot online.

Ballot Mailing Dates

  • Military/Overseas Voters - 45 days prior to Election Day
  • Out-of-State Voters - 29 days prior to Election Day
  • Local Voters - 19 days prior to Election Day
